What does it mean if I keep drawing the same card on different days?
Tarot tradition treats this as normal; it usually means that matter has not been dealt with yet, not that it is a special sign. Go back and reread that card's advice instead of drawing again.
Does the daily tarot reading here cost anything?

Why do I draw 3 cards?
You pick every card yourself from the 78-card deck; the number you pick is set to fit the question. Too few gives an answer so broad it is useless; too many and the readings contradict each other until they are hard to interpret. 3 cards is enough to answer a question of this scope fully while still reading together as one story.
